Handyman or window specialist?

I moved into a flat about a year ago in a busy and noisy area. We have a large window in the bedroom that seems to be letting in more sound than it should and I can feel a draft around the opening pain and wall. The silicone needs replacing around the frame and the plaster skim is also flaking in places. In the living room, the plaster in the window alcove where it meets the frame in the corner is very soft. You can put your finger through it. I'm concerned that this one might not be fully sealed to the elements. Should I be able to find a handyman who can diagnose what's going on and adjust the bedroom window if necessary, or would you recommend getting someone with more specialist knowledge in window fitting? I'm assuming they'd also be able to repair the plaster and skim where needed too?

Remove external silicone and internal if possible inject foam around window to reduce noise and help against drafts if need use trims on outside and reseal .check plater reveals inside either trim and repeat with silicone or replaster all reveals .check window and repack if necessary

installing windows for 20 years last 8 fensa certified. There may be a element of poor workmanship easily rectified by a handy man but there’s a draft from the sashes this should be looked at by someone competent!

I agree with the foaming around frames etc but I would also depending on sash type check for twist/bowing in sash and correct packing of glass and also check rubber gaskets on sash and opening and if window is closing properly and pulling tight on keeps if sashes are bowed fit now constrictors to pull sash into alignment
