Towel Rail is hot when heating is turned off

I would appreciate any advice on this one. My towel rail is on full blast but my heating is turned off? It seems to come on when we have a hot shower - the fixtures are built into the wall so it is hard to see how we can fix this. Any ideas? Thank you

Some houses used to have the bathroom radiator plumbed into the hot water circuit just so you could dry your towels during the summer months, just turn of one of the valves at the side of the radiator if you want it off.

towel rail is on primary pipework,so it heats in summer to warm towls.
