Neighbour refusing to let me build 6m or 5M extension

I live in a terrace house, I currently have a L shape extension (3.35m x 3m), I want to remove the existing extension and build a 6m pitched extension. The council have refused the permission due to one of the neighbours refusing as below 'The proposed 6 me tre deep extension, due to its e xcessive size and scale would harm the adjoining neighbour's living conditions thorough loss of outlook, resulting in an ov e rbearing form of development and an increased sense of e nclosure detrimental to the ne ighbour's living conditions. The proposal is therefore contrary to adopted Local Plan CC2 (Urban De sign and Architecture), SC7 (Residential Extensions and Alterations) and the inte nt of the Residential Extensions Guidelines SPD 2017' what course of action do I have? He is also refusing a flat roof extension 5M as well.

Put yourself in his shoes... living in a terraced house and your neighbour built a 6m extension with a pitched roof right on the neighbouring line, when only 3m is a permitted development... I wouldn’t be to happy either... sorry if it’s not what you want to hear

Tricky one this is, well you can try again in a few years and hope the staff who deal with the planning permission have changed and they might disregard his objections? Or hope he moves in a few years ? Maybe offer him some compensation, or to do some refurbishment on his property at your expense? I guess you just need to rub your neighbour up the right way no pun intended haha. Or maybe consider a loft conversion for extra room? Hope you get this sorted Regards Frankie

A 6 meter extension may be permissible under Permitted Development rules subject to certain requirements set out in the Rules for Larger Permitted Development Extensions. A larger permitted development extension is a rear extension over 3 meters and up to 6 meters from the original rear face of the house and is subject to assessment by the planning Authority. 4 The planning officer will look at the situation with regards to adverse effects on neighbouring properties. Whilst the officer will look at any objections from neighbours it will not be the neighbours objection which determines the outcome. Even if your current neighbour had no objection to the proposal, it sounds like the refusal would still have been the outcome. Your current neighbour may not always live in the property and therefore any subsequent owner would still, in the opinion of the planning officer, have a neighbouring extension which was overbearing and inappropriate to the location. If you disagree and feel you can convince an appeal inspector that the planning officers decision is wrong then you can appeal the decision. The appeal process should be set out on the planning authority website but I would take the advice of a planning consultant as it may well be that the decision is correct.

I understand your neighbours concern with regard to a pitched roof extension, however under prior approval notification a flat roof meets PAN, Prior approval notification works the same as permitted development except the neighbours are notified you should be able to build a flat roof version 6m from the rear of the original property and it should not affect the neighbour. this is not a planning application.
