Can paving slabs and plastic eco bases take huge weights?

I am clearing a 4m x 3m area of the garden. I haven't 100% decided what I will put on so I want to keep my options open. It seems the three main choices for building bases are paving slabs, plastic gravel/aggregate-filled eco bases and full concrete base. Do the slabs and eco base have weight limits? I see them used often for smaller projects such as a wooden shed. Would slabs be able to take something much heavier like a summer house or garden office building?
