Unsightly addition to fence jointly owned with neighbour

We shared the cost of the erection of a 6' fence with trellis topping (bringing the height up to about 2m) with the last neighbour. The new neighbours have attached some unsightly plastic cladding material (with the white side facing us) to the other side of the trellis (which is theirs). Can we paint the white plastic so that it blends in with the rest of the fence?
Are you a tradesperson and able to answer this question?

If it's on your side as far as I understand you can paint it to match your side but I would get a tape measure just to make sure it's not above the 2m permitted height

by law If you want to change anything about a fence that legally belongs to your neighbour, you should ask their permission first – even if you're only painting or staining your side of the fence.

The new fence you had erected with your previous neighbour is the actual border of your two properties and from what you say the unsightly plastic cladding in your neighbours garden is nothing to do with you so you would need to talk to your neighbour and get permission, "but don't hold your breath" because why would your neighbour want to put this cladding at the same height as your trellis is because he wants more privacy
