Relocation of water supply pipe (Who is responsible?)

The supply is fed from an isolation valve which is located in a service chamber in the back yard of the property. This valve supplies no other properties. The pipe work runs from this valve up through the concrete foundations into the kitchen of the property there is currently no isolation value inside the property. The internal pipe work comes up through the foundations below a window which is to be replaced with patio doors, I am looking to have it re-routed, ideally so that it comes from the isolation valve outside, up through the foundations in another area of the kitchen, where it will eventually be conceiled under kitchen units. I am assuming that this will require some digging. I have contacted United Utilities and they have said that this section of pipe work is not their responsibility. However, I have received conflicting advice from one tradesman to say that it is. Any advice would me much appreciated. Thanks.
