Outside tap wanted outside front door of a cottage flat

I live in a cottage flat, 1 up. I want an outside tap but a plumber told me, it would only be possible by getting it installed by using my neighbours kitchen, below me. My stopcock is at the bottom of my stairs, just to the side of my front door. This is near my electricity metre though. Could I get it installed there using the stopcock pipes? Thank you in advance for helping me.
