How long does rising damp take to show? Is this rising damp?

I refurbished a one bed purpose-built ground floor flat in 2017, lived in it for 2 years and then rented it out to tenants. The tenants have just sent me pictures of pretty bad damp running along the bottom of the wall in the bathroom. This is the wall that runs between my flat and the one next door. They have confirmed there are no other signs of damp in the property. When I bought it there were no signs of rising damp despite the terrible condition it had been in for 30 years and the fact it had been empty and unheated for 2 years. In all the time I lived in it I never saw any signs of damp (rising, penetrating or otherwise) but it was newly refurbished. Could someone give me an opinion on what type of damp or leak might have caused this, and the cheapest / most effective method to fix it? I will attach the photos showing the damage.

The chances of this being rising damp are minuscule. It’ll be water from either the bathroom or next door , you really need someone to look at it .

In my 35 years experience I would say that it is your tenants fault by not ventilating adequately. I would expect that the bathroom would indeed be the place condensation dampness would strike in a residence such as this. Ventilation is key.
