The answer is no! You have to prevent the pigment of the stain reacting with the new paint, it’s known in the trade as a sacrificial coating. It’s a coat of sealer/stain block that sits between the old wood stain and the new coating system with the purpose of stopping the old from reacting with the new. It will be ok for a short time before the old stain bleeds through the paint film if not achieved. Please do not employ anyone that says otherwise, they obviously learnt nothing when getting their qualifications, if that have any that is? Such a basic price of knowledge for a qualified decorator.

Prepare all areas to be painted by rubbing down with appropriate sandpaper/sanding pad ! This will provide a key for the sealer coat ! Dust off and Clean down ! Apply a coat of zinger bin shellac primer sealer ! Once dry rub down with sanding pad and dust off ! You can now apply whatever finish you require onto wood !

You will need Clean sand and prime the wood with a stain-blocking primer to ensure a good paint adhesion, follow with a quality paint of either latex or enamel base.

Yes you can do it, but you'll need to give a really good key and apply zinnzer primer or 123

Yes you can paint over dark wood stain, however you would have to put a specific primer onto it first, the primer to use is a Zinzer product called cover stain, sand down the entire surfaces and apply the primer directly onto the surfaces and allow to dry (it does dry quite quickly) if need be apply a further coat of primer, then apply your finishing coats, make sure to give all the surfaces a sand down with a medium sandpaper between coats!
