Laying carpet - is levelling floor neccesary?

I’m looking to lay carpet down on my flat . It’s an old flat and the floorboards aren’t level in some areas. Some of the stairs are a bit old as well. Ideally , I’d like to jsut have the carpet fitted by whoever I buy the carpet from, but is it worth considering getting the floor levelled or because of the nature of carpets is this maybe not neccesary as long are there is underlay? If the floors are that uneven, personally I would board the floors with ply or hard board. Even if you use underlay, the carpet and underlay will settle and still show the uneveness of the subfloor.

Floor needs to be levelled with 5mm plywood as hardboard follows the contour of the floorboards.

Carpet will do over most floors, you will just see the unevenness with the flow of the carpet
