Radiators getting hot with hot water on only

Hi have been called out to a repair on a oil boiler Y plan heating system where the radiators are getting hot when the hot water only is switched on. I have tried changing the 3 port valves but the problem still persists, any ideas what else the problem could be?
Are you a tradesperson and able to answer this question?

Hi the hot water return pipe is not going direct to the boiler,instead it is returning thru the radiator circuit
