First fix - when to install new raditators?

I'm soon to be having new flooring put in and in the stage of lifting floorboards to replace with EGGER P5 22mm sheets. Some joists also need replacing due to rot. Whilst the floorboards are up I wanted to take to opportunity to move pipes and install new radiators. I was thinking on it today about when is actually the proper stage to do the radiators? I assume it might be easier to drill holes for the pipes after the new boards have gone down, instead of trying to cut and fit boards around the pipes if the rads have been installed beforehand. If you lay one floorboard under each radiator position and you know the radiator size plus the radiator valves then you could measure and drill the floorboards bring the pipes up for the radiator, finish off the the rest of the pipework under the floor then lay down the rest of the floorboards then fit the radiators.

You want to have the new pipework laid and rad supply tails in place before any flooring goes down, so make this an early priority. You also want to ensure the newly laid pipework has been pressure tested prior to any flooring going down, so to ensure no issue with water leaks after your new floor has been laid. The plumber will just cap the rad supply tails and the joiner will work around them, cutting holes in the timber they pass through as necessary and then once the floor is laid the plumber will return to hang or re-hang the radiator and connect up.

When the floor is up then re lay any pipes pressure test pipe work for leaks . Then put the new floor down just notch the boards around the rad pipes.
