How to finish half built Garden room?

Recently moved, no contact with previous owners at all. There is a half built wooden structure at the back of the garden, 4 wooden walls, bumpy concrete base, roof beams but no roof, no windows, gap where I am assuming door should go. We are wanting to hire someone finish the existing structure to use it as a garden room fitting with electricity. 392cm wide 442cm long Sloped roof top slope 234cm bottom slope 220cm What tradespersons should I get? Can a tradesperson use the existing structure? (we hope this will allow us to save of costs) Would I be better having trade person start again? Do I need building regulations? Dont know if anything was previously done is there something I can check?

No you don’t need building regulations for a garden room, and depending on the build quality of the structure is good then yes a joiner should be able to carry it on to completion

You shouldn’t need any e.g permission or paperwork for a garden room, if the job isn’t to bad and your looking for someone to do it I can certainly place a door and a roof and felt it for you :) many thanks

If the previous steps have been carried out correctly, you can finish this project. Regarding planning permission, it's best to contact council and ask what you need.

Shouldn’t need any permissions however you can check this for free on your local authorities “Planning Portal” on the web. A decent carpenter / joiner should be able to finish the job if the current structure has been erected correctly. You will need a certified electrician to install any power. I would get them in first so they can assess the cable route etc prior to finishing anything off. Good luck.
