Difficult access to rear of property for extension - is this possible?

I am hoping to add a rear extension to my (mid terrace) house. However, the outside space consists of an approx 5m by 5m area on the same level as the house, then steps rising to the upper garden (6m by 7m, approx) and back wall / gate (which is onto the road). The upper garden is approximately 1.8m higher than the ground level. Is there any way I can extend or does the lack of easy access make it either a total no or very expensive?

Dear sir or madam yes you would be able to fit a single story in this space on permitted development sizes check with your local council on this.There are also the factors of were the main drains run as well you would need there permission to build over the sewers. There would be a cost of removing the bank back as you may need a retaining wall and steps down into the garden hope this helps yours Andy

You can still extend. Even with no access for mechanical excavation equipment, the footings and drainage can be dug manually. Yes it is more labour intensive but shouldn’t add to the cost of the build too much if at all. So long as there is somewhere for a skip or to store the waste, this shouldn’t be a big problem.
