Hi, A trick used by some is to rub to ridges to remove them after the tamping process using a brick or length of timber. Alternatively have you considered using mortar under the slabs to achieve a level setting and a ond between slab and concrete.
Hope this helps

I personally would use a mortar bed of atleast 50mm for the slabs so they are on a proper surface and don’t move at all, you’d only need a mortar mix of 4/1 of sand and cement

I would personally take out all the old concrete and start afresh

Thin layer of wet mix, sharp sand and cement, then lay flags, using a rubber mallet to level them and bed them in.
Simple job.
