Retaining Wall next to Foundation

I have a retaining wall made up of rough bricks approximately 23ft long, 6ft wide and 3 1/2ft high that runs alongside our neighbours foundations. There is then a walkway approximately 1m wide between the wall and our house. I would like to keep some of the wall and the original bricks for the wall but am wondering if approximately 2-3ft of the width could be dug away to increase space along the side of our house. Would this be possible without affecting the neighbour's foundation? Thanks. **Update** I've hired an experienced Structural Engineer to take a look at the wall. They've assured me that the wall is only there to support the soil bed with shrubbery and that although it is next to the neighbours foundations, so long as the work is done carefully by a professional there will be no issue. My neighbour doesn't seem to be accepting this and is stating they want another opinion, is anybody able to advise on what I can or can not do going forward? I believe I've taken the appropriate action, however I don't know how to proceed. Thanks for any help!

Yes ,as above ..do 1m at a time ...you may also want to consult an engineer .

It is possible to do as long as you do not need to touch or undermine your neighbor's foundation and if it is only retaining soil from next door . You then would need to rebuild a retaining wall ,but you would need to speak with a structural engineer before proceeding
