Does all wood chip and wallpaper need to be removed prior to skimming the walls and ceiling?

Does all trace of wood chip need to be removed before having the walls and ceiling skimmed?

Yes, I’m afraid so. The worst paper to remove. Best method is to dry strip to wood chips off prior to steaming which allows the steam to work better.

Yes, remove all paper. If left all you are doing is plastering onto a weak background that will when wet peel away. You need to provide a strong key to the surface area hence the pva or similar product.
