Soil pipe in party wall looks like it's dropping

Bathroom is above party wall. The waste pipe comes from ceiling of party wall down and then makes it way along wall to back of house. Don't have any damp issues, don't think it's leaking but it looks like it's dropping from the bathroom floor. It looks like it's been mortared around the pipe? Not sure if this is normal but the mortar has pretty much fallen off and there is a wooden bit with a connector attached to the pipe that has been screwed into the ceiling that looks like it's partially come away. Is this just a case of re-mortaring around the pipe and re-attaching the wooden plank holding the pipe in place?

Are you a tradesperson and able to answer this question?

You can get 4" soil pipe clamps. If those don't fit then any support to stop it dropping will help for the short term

You definitely need to install a proper support with right dimension for the pipe, which you can easily find in Screwfix or any other plumbing shops to support the pipe. Otherwise, this can become a an emergency plumbing issue, if the pipe will drop completely. Mind, every time when you flushing your toilet, all that water with power and speed dropping in that elbow.
