Why is PVA applied after filling and sanding?

painter has removed painted chipped wallpaper and filled and sanded all cracks.Now he wants to apply pva and then water based paint before the final colour, what is the reason for applying pva. the property is 55 years old

If the walls are dusty and porous then a watered down pva mix will act as a good sealer. This is well worth doing before any paint is put on and should guarantee that the paint will take to the wall as intended.
