The stud walls were presumably to form a cavity to help with the damp problem. One thing i do know for sure is that councils/housing associations tend to employ very poorly skilled workmen and no doubt whatever they have done isnt right.I would keep harassing them to sort it out.Its 2012 and there is no need to live with mould in your kids room!

It sounds like the Housing department tried to line the existing external walls, perhaps with insulation. This would have been great unless one of the causes of the damp was penetrating damp through the external wall. Just to note most properties today have retrofitted PVC windows, whilst these are great, often people do not open their windows frequently enough to ventilate rooms. I recommend opening the window full every morning for 30 minutes minimum to get rid of stale air. Its worth noting that clean fresh air is easier to heat than stale damp air. So don't worry about heat loss. The benefits of clean air, including health, outweigh any other concerns of heat loss.
At all other times open your trickle vents, but morning purge ventilation is essential.

The wall behind the stud walls has now fully developed and i would guess is covered floor to ceiling in mould and fungus .The main wall cant breath as its in capsulated and as sweated therefore in turn feeding its own fungus and helping it spread. The stud walls need removing, The old plaster wall needs chopping of back to brick to remove all live spores in the plaster. Treated with a mould inhibiter and new plaster reinstated to the wall ..outside wall needs checking for missing pointing or cracked and loose render guttering also needs to be checked to see if the water from roof is missing the gutter and running down the walls outside ..i certainly wouldn't blame the tradesman who work for local housing or judge them as bad tradesman. As the problem simply lie with the shirt and tie brigade in the offices who are not front line. These people cut the corners and tell there workers what to do and these tradesman are rarely listen to so do as the shirt says ....
