Removal of a load bearing wall - kitchen to dining room

Hello, I am a but unsure of the process with regards to removing a load bearing wall (Merseyside). I have had a few contractors say building regulations aren't required and they can place a suitable RSJ to support and start right away. Though research is very grey as to whether it is or is not required. It is an internal wall and part open already. Do you trust the builder and assume they know the suitable strength RSJ to place? or, get a structural engineer to assess first and apply for building regulations? Although the second option is more expensive, surely it's safer to know the correct methods are followed and proof of approval for the work? Any advice please?
