How to fix paint stripping off the wall

Hoping I could get some advice! Just below where the paint meets the skirting board a lip had formed after removing the skirting board where paint has stripped off. While lightly scraping this off whole strips of paint started coming off. This continued to happen in various areas, at one point I was able to strip a two metre Long by 3 inch wide bit of paint off the wall and this continued at various points. Underneath the stripped off paint is smooth plaster (plaster board to be exact). I believe this is happening because because whoever decorated when the house was originally built did not apply a mist to the plaster before painting. Does that sound plausible? I removed as much as possible but have got to a point now where the paint will no longer come off the wall. How can I go about fixing this? Responses to answers below: So from what i can understand the recommendation is to use a plaster filler for the areas that are now bare plaster is that correct? So bring the bare plaster up to the same level as the bits of paint that aren't flaking off, then apply a mist coat to the filled area and paint as normal. Is that the recommendation? Should i forget about using PVA to fix this, people seem to mention this quite a lot in other forums.

PVA is always a no no if you are going to be painting - you will make the problem worse. I might be inclined to suggest you get hold of a small tin of Zinsser Peelstop just to be safe. Use this to paint the bare sections and overlap to the good paint. What is does is to bond the edges of paint to stop it peeling back any further. So use that before you skim the filler on - otherwise the water in the filler may seep behind the paint edge and start it lifting again.

simply yes get all boarded areas skimmed and then seal with plaster sealer before any kind of painting ,seems to me corners have been cut? yours . Dave barker

Sand down, apply coat of staples, exterior, leave for 24 hours make good and paint

Rub down all edges and apply one coat of primer fill with fine surface filler light rub down then repainp
