In the inclement weather tarpaulin wraped over nailed along the boarder would seal the roof , then inbetter climats have the roof repaired with a tourch on or rubber . Drying the wall : place the heating on and get a dehumidifire this will dry the walsl out quicker . common sence approach.

A flat roof which has failed should be stripped back and all wet materials & timber etc replaced. Single ply pvc membrane roof fitted (rubber/Sarnafil)
Internal plasterboard affected must also be replaced & internal adequately dried out by dehumidifier & heaters before plaster & painting etc is carried out

First find the hole in the flat roof
This can some times be very difficult .Repair hole with torch on roofing felt .In side only if the ceiling has bubbled remove the patch affected let the void breath make sure the repair has worked on the outside before putting back the patch in side
That should do the trick.
