Can we put a roof structure over a soil pipe and sewer?

So a bit of background to the situation. We bought a terraced house a few years ago which has a section to the side of the kitchen, labelled on the floor plan as utility. This utility exists as the two houses wanted to utilize the space between the two houses at the back. This utility therefore is located off the kitchen at a lower level to the house (ground level) and consists of two outside walls, a wooden wall which is on the boundary line and another wooden wall at the end sealing it off all with a flat roof. Now within this space, as it was originally just an outside area, the soil pipe runs down the house wall and there is a man hole cover which I assume leads to the drains/sewer. The ground is just original concrete outside floor. The reason our question arises is due to our neighbors seeking permission for a single story extension including using this space and is telling us if we want to keep our utility we would need to get planning permission, raise the floor to be in line with the house and move the soil pipe and sewer. Our question is whether we can rebuild this structure (just a brick wall instead of wood on our side of the boundary line and a new flat roof) 1) without planning permission 2) as is (just new wall and roof - not moving pipe/sewer or raising floor) Thanks in advance for your help

as long as there is acccess into the manhole for roding piont abd no footing above the soil pipe shouldnet be a problem nhsbc requires rockers in eache site of the footing 150mm outside if less than 400mm in ground need concrete surrand to allow for movents

keep the soil pipe but relocate the manhole. no need for planning permission, but building regs will be required . Sounds like your on a run so southern water should be called before you start .

1/ Yes you can like for like, also for brickwork on your boundary line Would be best as for fire regulations. 2/ It’s always good practice to contact your local planning department to put forward what your proposing to carry out. 3/ because it’s on the boundary line you may be required to obtain party wall act documents. 4/ Also if your digging new foundations near a sewer pipe, you will need to check if it’s a shared pipe. You may require local authority permission before you proceed. 5/ Depends in how deep pipe is and depth of invert. 6/ referring to the soil pipe, it depends where it is situated, it may need to be moved and vented above the flat roof.
