Position of lead tray

If the chimney has no liner,is the tray laid horizontally across chimney on one level or is it stepped.iam concerned that if tray cover the chimney stack on one level, once its built is there a danger of high winds moving the stack?i realize that a tray sits on a bed of mortar.could someone clarify this?all information I can find only seems to refer to chimneys which have an internal liner, which obviously helps in the support of chimney, hope this question is clear.

A lead tray ( laid on a thin bed of mortar ) is usually laid across the chimney at approx 225mm ( 9 in ) when the brickwork is coming out of the roof, the lead flashing front and back of the stack is "tucked under" the tray both sides of the stack have lead soakers & stepped flashing

There is no need to put the tray on the chimney as it is in the high ground
