The paint keeps chipping off my rendered garden wall.

We had a rendered wall built when we got our garden landscaped 3 years ago. We chose this as we wanted zero maintenance & as pristine a look as possible. The render was damaged by the contractors so was repaired, but it looked really patchy & I can only describe it as stained & damp looking. A year after it was done, the contractors eventually primed then painted it! They used Leyland paint. The following year it was chipped again so we primed & painted it ourselves..same thing has happened this year & it’s very chipped again mainly along the top of the wall! We only went for the coloured render as we didn’t want to have to paint it every single year! I have scraped/sanded off the chipped bits & applied 2 coats of acrylic primer but after a few days it is already chipping off!! Should I get a sander & sand the whole lot off & paint directly on top of the render or get it re skimmed? Appreciate any help. Thanks Edited to add: It is a retaining wall, there doesn’t seem to be any weep holes, it has soil & bushes planted behind it, it was breeze block & rendered on top, unsure re damp proof course? We did get additional drainage put in the garden, it’s constantly wet so our conifer trees have also died! We may have to consider adding additional drainage. The chipping is worse on top of the wall so I’m inclined to sand it all off, use a stabilising solution & paint on top of that when dry. I wish we’d gone for a sleeper wall & gabion baskets now! If there are no weep holes in the wall and soil is behind it this could be the reason for it failing. Therefore weep holes should be installed at the base to allow moisture out and then reapply top coat. If it is a free standing wall then maybe going back to base and reapplying a silicone top coat would be the way to go. Also if a polymer render is used it is fully waterproof so no need for additives.

It could be the reason that the other builder has stated or maybe your contractors didn't use water proofer in the render. This needs to be in the original render mix, so as to stop moisture creeping into the wall. If this is the case, I would recommend sanding and scraping the entire wall and then applying a stabiliser solution. You can then paint apply masonary paint on top of this.

Try Sandtex trade stabilising solution prior to painting. Make sure all flaky paint is removed and use an external paint for masonry.

Is it a retaining wall? Does it have weep holes? Or even a damp course?
