Best thing to do here is speak with a specialist asbestos firm or two; get some sensible advice from them. It might be that you can go in from above (take up floor boards upstairs etc.) and avoid disturbing asbestos.

You will need to have a R&D survey carried out approximately £200. if you don’t already have a copy of the last survey. You can to leave them alone if they are in good condition and undamaged. If left alone the asbestos does not pose a risk to your health. I assume the asbestos is actually from an artext product applied to the ceiling in the late 80s. Thus its been skimmed over. As long as you have access to the floor boards above the electrical will re- wire from above and not disturb your ceiling apart from any new locations of light fittings. Make him aware of this and the will take all precautions required. Dust extraction and PPE and good building practices will deal with this.
