What is the best paint to use on exterior wooden soffits ?

Rub down if bare wood anywhere primer first undercoat then gloss. Don’t use cheap paint or you will get cheap finish

You would need to sand down if bare wood. Dulux Trade weathershield undercoat followed by 2 coats of Dulux trade weathershield gloss or exterior satin. All depends what finish you want

I would always recommend sadolin superdec for any external timber decoration. It’s probably not the cheapest, but it will last longer than the rest. Worth the investment
