Raising my garden against a wall and decking

I have a small, L-shaped courtyard garden and the two sides have been built at different heights. The higher side is freshly decked with steps leading up to it. The lower side is the side we step out of our back door to. It’s just concrete and needs to be raised by about 15-20cm some how. The step from the back door is too big and the first step to the decking is too big. There used to be decking there too but it rotted and I was hoping to have gravel and maybe a ramp to the back door? How could I go about this as the lower level has difficult borders being the wood deck, our house wall and our neighbours house wall - all of which I don’t want to damage or get damp!

Gravel, flags, decking all fine as long as the height is 150mm below the house dpc and not covering any manholes, gulleys, inspection chambers etc... hope this helps
