Top coat peeling off

We've had our walls dry lined and skimmed. We've added two layers of watered down base paint. The mid sheen top coat we've then applied is now peeling off. What did we do wrong. The base layer appears 'dusty'. Have we not added enough water? How can we correct this?

First of all.
Did you wait at least 72hours before painting on top of the skimmed walls or at least when the skimming was well dried?
Did you clean of fthe dust on the skimmed walls?
For new plaster always use a contract matt , this does not contain vynal so allows the paint to soak into the plaster rather than the paint forming a skin and just sitting on top of the plaster which can peel.

painting new plaster before it has dried out can cause you many problems,
new plaster paint by berger/bare new plaster paint screw fix both recommend.
sand lightly down scrape with sharp bladed scraper...then apply as above.

When you paint over wet plaster it can cause the paint to peel , you need to wait until plaster has completely dried then apply your watered down paint as under coat then your top coat

must wait for plaster to dry totally so when you rub your hand over the new skim dust is on your hand!! Also when using a watered down emulsion sealer coat make sure it's Matt emulsion it will soak into the new plaster and seal the wall
