You could always call an electrician out to fault find and cure the problem.

No lights in the sitting room and dining room means that there is a broken connection somewhere, In the trade we call this an 'open circuit'. This is very likely the case as losing power to the dining and living room lights coincides with the kitchen light being moved and these lights are usually on the same circuit. When the lights were moved to the new position its possible the cables where tugged on and pulled resulting in the connections being disturbed and thus an open circuit. The other situation I can think of is that the plaster or where ever moved the kitchen lights disconnected the cables in the ceiling rose and then did not reconnect them back securely resulting again in an 'open circuit'. My suggestion is to get a qualified and experience electrician as they will also test that there is not an open earth conductor which is vital for fault protection.

I think he should list the job then shortlist 3 electricians and waste all out time and money for a trivial little job

Definitely get a qualified electrician in. You have broken the electrical circuit by taking the light down. An electrician will be able to quickly identify the cables and reconnect the circuit. I was called out to a similar situation a few days ago; client took down a light in the kitchen but didn't want to put the new light up due to the number of cables - all lights in the house apart from a bedroom stopped working. It took me just under 10 minutes to put the light up and get all other lights working.
