If you are referring to the 'asset location search', which identifies public foul and surface water drainage location, this is available from the water company that covers the area of the property i.e Thames Water. The map can be ordered online by completing their form and paying a fee.

There is a free map that Thames Water has, sometimes a good map with accurate information resides with Local Building Control services. If not available Thames Water, can carry out an asset location search, which provides information on the location of known Thames Water clean and/or wastewater assets, including details of pipe sizes, direction of flow and invert depth.
However, note there is a charge for these services.

If you're talking about the 'utility asset map' then the 2 answers here refer to the water utility asset map. However, if you're referring to ownership of the property, then you probably mean the "Title Plan". This is a legal plan attached to the "Title Deed" showing a red line encompassing property ownership. This can be downloaded (for a small fee) from www.landregistry.gov.uk - click on "Search property ownership information" and enter your address details.
