When screw is welded together with rust.. use a hacksaw /blade and cut it off. Another way is to grab ithe screw tight with pliers and wiggle back and forth. It will eventually snap.

Would need to be very careful with a hacksaw blade as you would be cutting right against the Ceramic loo. Best bet is to grip the thread or the fitting, be it wing nut or whatever with locking or self grip pliers so that you get a really solid grip with good leverage and then turn. One way will bring the threaded bar out of its slot in the seat or undo the nut ( depending on which you grabbed!) and the other way will eventually break out or shear off the whole fitting or just the nut, either way you win! Cutting is the last resort if all else fails but put something thin against the ceramic loo pan to protect it from the saw blade going back and forth so that you are actually sliding the saw against it as you cut. Another way would be to break off the seat or top fitting and attack the job from the top, probably giving you much more room to move and or cut without so much risk of damage as easier to protect the loo ceramic surface from the top.
