Leak coming from below flat roof, no pipes nearby we think, leak ongoing in dry and wet conditions

Leak coming from below flat roof, no pipes nearby we think, leak ongoing in dry and wet conditions. Had a roofer check the roof, made a tar covering around the leak and more. No change, had 4-5 days of dry weather, still no change to the leak. Could the leak be a build up of water from a longstanding leak that needs time to drain. I had expected with the 4-5 days of dry weather and a clear roof that the leak would slow but no change. Made three screw holes in the ceiling plasterboard to drain any sitting water, no change and no increase in the dipping of water so the water can't be build up that much. Looking for ideas? How long should a build up of water take to drain?
