Rippling flat roof membrane

I bought a new build house three months ago and the membrane on the flat roof is rippling in the very strong wind. Is this normal?

This is not normal for any flat roof.
You should be able to contact the building contractor and have this investigated and rectified.
Any new build should have a 10 year NHBC guarantee and normally a 2 year guarantee from the contractor.
Report it tomorrow as long as it's reported within the guarantee period the house builder should have to rectify.

This depends on the product used. and its application If its a fully bonded membrane the rippling is wrong. If its a Mecfix system some rippling may appear.

It all depends what your roof covering is, for instance some Sarnafil membranes are mechanically fixed and will ripple slightly in high winds. Best to report it and have it inspected.
