Plaster or Tongue and Groove?

I have a narrow windy back stairway which is in a bad state of repair. The walls are covered with a woodchip-type wallpaper, and when I peel it back, the plater underneath is in a bad state of repair. I am wondering which would be the better option: to cover it with tongue and groove panels, or to strip it back and replaster it? I wonder how the costs would compare for these two options? I guess either option will need priming and painting afterwards, so it really the costs of the initial treatment I'm keen to compare. Thanks in anticipation! Hello again, I cant work out how to reply to the replies, so I am updating the question :/ The staircase is in a purpose built Victorian masionette. It isn't listed. I'm afriad I can't answer the question about the current type of plastering, as I'm not knowledgable enough! If I could work out how to post a picture I would do that! In many ways I would prefer the look of tongue and groove (not plastic) as I love the vintage detailing in my flat and I think tongue and groove would be very much in keeping with that. I was worried that that was a much more expensive option than repairing and skimming. I ought to also say that the staircase is very steep and narrow, so I guess tongue and groove will narrow it further, which is also a consideration.
