Registered electrician has not notified the council of the work he has done

I had a new fuse box and partial rewire by a registered electrician. He gave me a certificate for the work. The sheet says “minor work” and on it lists new fuse box, partial rewire etc. The certificate is one sheet of paper. This work was done 6 years ago. Recently I had a different electrician come do job. He asked about the fuse box and I showed the certificate. This 2nd person told me the certificate is the wrong one and I need the 6 page installation certificate from the council. He said if I did not get it then the 1st electrician did not get the work signed off and notify the council. I have contacted the original guy but he is ignoring me. What can I do?????? What will be the ramifications? I’m not planning on selling my flat for another 10+ years. Should I worry about it now or then??? Thanks

The certificate you require ( Electrical Installation Certificate) does not come from the council. This derives from the ‘electrician’ who did your work. I put it in inverted comma’s as I don’t think he is one. The compliance certificate comes from the council after the electrician has notified them-post job completion. If he was registered (which I doubt) you could try looking on Competent persons register by name or company name. If he was then go to the part p provider he was with and complain. If not, forget him as he doesn’t seem that bothered and get an EICR done on your property as I think there could be a few non compliance’s with your installation. As, believe it or not it’s you who is responsible for finding out the credentials of tradesmen etc. That’s why he isn’t bothered. Good luck.

Find out who the original guy is affiliated to it will be on the test cert he has issued ie niceic Napit ect and inform them of your concerns they will then contact him on your behalf if he is not answering you The 2nd guy is right it should of been an installation cert not a minor works cert

As has already been said, there may have been problems and he didn't want to issue a full certificate, and/or he wasn't registered, in which case he was breaking the law. If you come to sell the property, most solicitors ask for gas, Electrical and window certificates, however by paying an indemnity insurance to the solicitor this negates the need for one (building control), don't quite understand it myself, having said that, you need to know if your house has been left in a safe condition.

The electrical work done in your house is notifiable work under Part P of the building regulations. As others have commented, the original contractor should have issued an EIC and notified the work to the LABC(Local Authority Building Control). If this has not been done and will not be done by the contractor the only option you have is to contact your LABC and ask about the process and charges for Regularisation. Be warned this will cost a few hundred pounds depending on where you live. You could get an EICR done for piece of mind but this may not be accepted by the LABC if is not done by one of their approved contractors.
