Fresh skim looks like cracked glaze in a few patches, safe to paint or unsound?

Hi, I was hoping I could upload a photo as it would visibly explain my issue but it doesn't seem possible. So here goes, we have had a room plastered which for the most part is ok, however there are a couple of patches where the best I can describe is that the finish looks like cracked glaze and doesn't feel smooth. I'm no expert but I'm thinking it maybe dried out too quickly and the old surface possibly wasn't sealed sufficiently/correctly? It's a 1935 house and we had stripped back to the original plaster in that room. Wondering if I can seal/overpaint of if it would need to come off and be re done. Any advice most appreciated.
