Painting over laminate

Firstly can laminate flooring be painted over? Secondly, if so, how do I get rid of the shiny overcoat?

That is not advisable, getting the finish off the laminate would be a huge job and would leave the floor damaged, you would be left with a messy delaminated floor, then painting over that would just highlight the mess even more.

This isn’t advisable and have never done it but I have seen it done and isn’t impossible as mentioned, you can sand lightly to remove the shine and provide a key, and then use a good hard wearing paint,
