Plastered-up doorway - still not dry after 2 weeks. Is the builder at fault?

I had an internal doorway bricked up 2 weeks ago and the plaster is still wet. Is it normal for it to take this long to dry or has the builder done something wrong? I asked the builder to knock down an internal wall and use some of the bricks to brick up one of the doorways. I don't know how many bricks he used but I wouldn't be surprised if he took a cheap / easy option because he did it with most other parts of the job! Is there anything I can do to get the plaster to dry quicker? The builder won't be willing to do anything to help so I don't know what to do.
Are you a tradesperson and able to answer this question?

shoulnt still be wet now ,unless there was a thick coat of sand and cement /bonding behind it ,and he went straight on top without bottom layer drying out but even then ,internally should take no more than a week
