I would presume the expansion vessel is deflated or burst

Vessel has been inflated with the pressure still on it, all the pressure should be dropped and then test/inflate the vessel to 1 bar then top system to 1.5bar

Under pressurised expansion vessel is 100% the issue . Was this re pressurised during the service . If the gauge is constantly rising I would be looking at filling loop not closed fully .
If it was re pressurised during service was it done correctly. ( shut off f/r valves - pump vessel - drain vessel by prv . Once water removed re pressure exp vessel - open f/r valves then re pressurise boiler .

Expansion vessel requires servicing and PRV could need replacing if constantly leaking
