Flat roof - top layer green mineral felt to reflect sunrays. top layer is pealing off after 3 years. Is this normal?

no ,a good quality green mineral should have a lifespan of at least 10 years but often as not 15-20 so 3 years is not good.either been badly laid or just cheap quality ,

id expect 15 years at least for and torch on green mineral felt. are you sure its not the silver reflective paint thats just flaking?
