What are these hole in front of house?

Could someone please advise me on what these holes with pieces of red brick are on the front of my property? I am the only house in my street with these holes. Can i fill them?, would this be an issue? as i want to get the front of my house rerendered and painted.

Are you a tradesperson and able to answer this question?

They are more than likely air bricks to allow the air to flow under the floor

Air bricks? If they are I would not cover them.

If they are at the same level, at regular intervals, then I would suggest they are air bricks, which will be ventilating the floor void, and therefore should not be covered.

That sounds like a damp proofing system invented in Holland and used around Europe. It's one of the most pointless damp proof systems invented. More of a con. Google it and see if it's the same.
