Loft with no height. How to insulate without raising joist height

We have an old cold cottage. There’s minimal room in the attic and you will hit your head by just crawling through. I want to board and insulate the attic to try and keep the house warm. However, the joists are 170mm. I have battened the joints with one inch wood in order to run the electric cables through (as notching and drilling joists I presumed was a no no) I could lay 170mm of earth wool and board it easy etc but this isn’t enough. How do I get 270mm? I can’t raise the floor any more or else I won’t get my stuff in etc. Any ideas? Someone said use celotex boards but what size etc? Is this the correct way to do it for my problem Many thanks

Hi Either use 100mm celotex and cut to fit between joist or use rock wall fibre insulation, and then board out, have electrics run up side of joist cutting noggings where necessary !
