Can I fit spotlights in bedroom in Scotland?

Hi all, I know in England, Wales etc certain electrical works can be carried out within the house without requiring notification (i.e adding new sockets and lights within domestic spaces, not kitchens/bathrooms etc), but I've never known the rules in Scotland? Everyone says they are different yet nobody can point me to a document which states which works needs notification to the council. Any help here for a table run down? Cheers

Have a read through this article from the NIC EIC direct and see if it is included under their notify works program page 4 particularly states changes to lighting circuits as non notifiable works however be aware it may be classed as minor works but you will still require either an Installation Certificate or a Minor works Certificate for an adaption of existing circuit

Yes down lights can be fitted in Scotland, however these must be fire rated in all areas. Preferably fit complete LED units as there are no lamps to change, are brighter and conform to fire rating, noise rating and the relevant IP rating for bathrooms and shower rooms.
If they are an addition then a Minor Works certificate is needed. If replacements for existing lights, then no certificate is needed
