On occasions like this, we use a diluted brick acid solution, ideally stronger brick acid 36%, carefully spraying on. Then use a wire brush, or sandpaper to gently work the solution into the cement. Time and patience is key with this one. Remember to wash off regularly, work in small areas, wear appropriate PPE.
Acid should not be used on Indian stone as it may discolour the stone, and try a test patch on an area that is out of sight or on some spare bricks.

You need to buy a brick acid available from all building merchants and also a pair of heavy duty rubber gloves try a small patch first to make sure the slab or block does not discolour but shall clean it right up read the instructions on brick acid

The best way to clean slabs and block paving is by power washing them however if the slabs and pavers are new I would suggest cleaning the cement stains with a wire brush
