Building compliance certificate for work carried out by another provider

Hi I am facing a situation on which I need advice. I got some old windows replaced recently. The quotation included providing a fensa certificate but the vendor has stopped taking calls. In short they've disappeared after completing the work. Now when I check on fensa website I can't find them on the approved list. Obviously I've been cheated. Now I'm not planning to sell the property anytime soon but would still like to have the documentation competed. On the council website they have listed about £550 for building compliance check for 10 Windows which a lot. I'm wondering if any fensa apprived installers will be willing to certify it at a lower fee. Appreciate any advice on the matter.
