It will have isolation valves on the unit , simply extend the pipes , or the pipes may come from the direction you are moving to so no need to extend

Plinth heaters are usually connected with quite long flexibles so should be enough play on these to move the shirt distance

Plinth heaters have Flexi pipes but not at a 3 foot length requirement as you stated These isolation valves can be very temperamental depending on the age of plinth heater As best advice I recommend a draindown of the central heating system and relocation of the pipework behind. Maybe with a first and second fix installation Method Distance from the boiler won’t have any impact on efficiency but may make installation slightly easier Thanks

Hello, If you have plumbing knowledge, this will come with isolation valves and braided hoses and you will be able to shorten the tails and adjust accordingly, Hope this helps
