Tanking around the bath/shower

I am about to swap the bathroom and a bedroom around. I intend to do the bathroom on a tight budget, nothing fancy, I just want a half decent bathroom to last us a year or 2 while we get on with the rest of the house I am going to fit a bath shower in the corner of the room. The wall along the side of the bath is a block wall, plastered and painted. The wall at the foot of the bath is a new wall, bare, regular plaster board. I know I need to tank the walls prior to tiling. The painted wall, do I need to remove the paint before tanking? I guess the paint would be the weak point and wouldn't want the tiles to fall of because of this! Then the plasterboard wall, I will be tiling to the ceiling, but only as wide as the bath. Would it be best to skim the wall first, then tank the area before getting ready to tile? I see lots of contradicting opinions on the subject!
