Filling draughty holes for cables through the wall (internal and external).

Which would be best to fill these holes. The cables are still in place (TV) - which would be better - silicon or a calk like material. If I remove the cables - which now seems possible, should | use a packing material? and then calk on the inside and concrete/cement on the outside? The external wall is pebble-dashing over brick.
Are you a tradesperson and able to answer this question?

Hi,
I would use decorators calk or filler on the inside as both are paintable, the outside depends on what the cable is going through;
Sand and cement for brickwork,
Wood filler for timber window or silicone for the side of a window.
No packing is needed, sand and cement for the outside to match the pebble dash.

Outside dedinitely needs silicon, plus, make sure the cable loops down past tye hole and back up into it as this will stop water/moisture getting into your property which creates mould!
Internal, as long as the outside is sealed and inserted correctly, yes, you can use decoraters caulking.

Use decorators caulk for inside as you can paint over it giving a nice finish.
For the outside it completely depends on the material the hole(s) were made into. You can use wood filler, (for wood), sand cement mix, (for brickwork), silicon for anywhere around window frames.
What ever the surface ensure you get a good seal on the outside otherwise you increase risk of water damage to your property

Inside i would use Decorators Caulk or Powder Filler, You can get filler that is ready to use, And you can paint over all of them, Out side if through window frame use same colour silicon, If through cement joint you can get small bag ready mix cement just add little water.

Mirror to fill the hole on the outside. Then fill the hole with mastic from the inside.
